I.              CALL TO ORDER:

The chair called the meeting to order at 7:37 p.m. 

 

II.            SIGNING OF WARRANT/PAYROLL

 

III.           WELCOME TO VISITORS:

 

IV.          STUDENT INFORMATION:

AMHS:  A.  On 9/17, Mrs. London put together a day of activities and events celebrating the summer

                   read, My Most Excellent Year by Steve Kluger.  Everyone wore their Red Sox attire and

                   participated in activities all relating to the book.  Mr. Kluger spoke at an assembly.  The day

                   was culminated with a student vs. faculty waffle ball game.  Thanks to Mrs. London for her

                   efforts.

B.    Ms. Pyne is planning a trip to New York City for students.  So far 35 students have shown interest in attending. 

C.   AMHS’s fall drama production will be Up the Down Staircase.  There are 28 students, Grade 7-12, cast in the production and rehearsals are underway.

D.   Fall Sports update: Football 2-0; Girl’s Volleyball 4-2; Boys Soccer 0-6; Girl’s Soccer 4-2. 

Butler Elementary:   A.  The new Student Counsel held “Constitution Day” and introduced the school

                                      mascot, Butler Bull Dog.  A lot of school spirit was displayed.

B.    Smooth opening with new principal…very busy and all positive.

 

V.            INFORMATION: 

A.    Start of the new school year.  Both schools had a smooth and positive opening.  A couple of bus route changes were necessary.  Congratulations to the building principals and staff.  The Superintendent wants to recognize Carly Anderson for her soccer skills.  The Athletic Director also participated in a “Totally Patriots” education program.  Several coaches and 30 student athletes went to the stadium and had interviews with two players.  This is a nice partnership we have engaged in. 

 

B.    Power Point Presentation by Mr. Zinni regarding the MCAS results.  We are on task and moving forward.  There is still work to be done but we are in good shape.  Member Martineau requested a line graph showing our school’s progress in comparison to the state’s required measure progress.

 

C.   The list of teachers and their seniority was distributed for the 210-2011 school year.

 

D.   Avon Public Schools Bullying Prevention and Intervention Plan has been developed in response to M.G.L. c.71 Section 370.  The Superintendent is looking for public comment up until 10/15/10.  Parents have been made aware via newsletters, web site, and a connect-Ed message.

 

E.    Memorandum of Understanding between the Avon Public Schools and the Avon Police Department: in conjunction with the Avon Police Department, this MOU was developed in response to M.G.L. c.72 section 370.

 

F.     Internet Acceptable Use Agreement for students of the Avon Public Schools: This agreement was developed in response to G.G.L. c.71 section 370.

 

G.   Donations were received by 3 town groups to fund Steve Kluger coming to speak to our students.  We would like to thank the Avon Cooperative Bank - $500; The Avon Boosters - $300; and Friends of the Avon Public Library - $200, for their generous donations.

 

H.   Congratulations to Noel Reed and Faith Simon (2 middle school students) for participating in the Advanced Studies Leadership Program over the summer.  This is a program offered by Cape Cod Collaborative in partnership with MASS Maritime Academy.

 

I.      Congratulations to Mrs. Hansen, AMHS principal, for receiving the Administrator Advocate Award from the Mass Library Association.  She along with Mrs. London has made a significant contribution to the promotion of effective school library programs and services.

 

VI.          FINANCIAL: 

A listing of grant allocations was distributed to the committee as requested.  Member LeGrice commended the Administrative Team for applying and receiving these grants.  He also wanted to make sure that our budgets are not being built around the grants as they can change year to year.

 

    VI.        ACTION ITEMS:   

A.    Upon the Superintendent’s recommendation to approve the submission of the Statement of Interest

      for roof replacement at the Ralph D. Butler Elementary School:

Having convened in an open meeting on September 27, 2010, the Avon School Committee of Avon, in accordance with its charter, by-laws, and ordinances, has voted to authorize the Superintendent to submit to the Massachusetts School Building Authority the Statement of Interest dated September 22, 2010, for the Ralph D. Butler Elementary School located at One Patrick Clark Drive, Avon, MA 02322, which describes and explains the following deficiencies and the priority category(s) for which Avon may be invited to apply to the Massachusetts School Building Authority in the future Green Repair Program Statement of Interest for Priority 5 for the replacement of our aging elementary school roof, and hereby further specifically acknowledges that by submitting this Statement of Interest, the Massachusetts School Building Authority in no way guarantees the acceptance or the approval of an application, the awarding of a grant or any other funding commitment from the Massachusetts School Building Authority, or commits the Avon Public Schools to filing an application for funding with the Massachusetts School Building Authority.

 

Moved by Member Nolan, seconded by Member Marinelli, Vote – Unanimous

 

Member Martineau thanked the staff for being on top of this project.

                       

The request to sign the certification states that the Chairman of the Avon School Committee certifies that the statements in the Statement of Interest are true and accurate and that the Statement of Interest has been prepared under the direction of the Avon School Committee and that the undersigned is authorized to submit this Statement of Interest to the Massachusetts School Building Authority.

 

B.    Upon the Superintendent’s recommendation to declare outdated algebra textbooks surplus; moved by

      Member Nolan, seconded by Member Marinelli; Vote – Unanimous

 

C.   Upon the Superintendent’s recommendation to authorize the Avon School Committee Chairman to

      sign the Medication Delegation Form; moved by Member Nolan, seconded by Member Marinelli; Vote

      Unanimous

      Discussion: permits the delegation to administer medications on field trips or school events.

 

D.   Upon the Superintendent’s recommendation to send the Facebook and Social Network Websites

      information to Policy Subcommittee for drafting of a new school policy; moved by Member Nolan,

      seconded by Member Marinelli; Vote: Unanimous

 

    VII.      OLD/UNFINISHED BUSINESS:

     A.   Subcommittees

1.    Budget Subcommittee

2.    Personnel Subcommittee: Collective Bargaining Agreement between Avon School Committee and

                              American Federation of State, County, and Municipal Employees (AFSCME).

Member Nolan requested a copy of the document ahead of time to compare with the old

agreement prior to the meeting.  Member Martineau asked about sharing the meeting minutes

with the whole committee in Executive Session so as to prepare prior to the voting meeting.

                        3.  Maintenance Subcommittee:

            a. Capital Improvement

            b. Green Schools

4.    Policy Subcommittee – Development of new policy to address Anti-Bullying legislation.
